You don't need that horribly ugly doctype declaration. Html5's doctype is 100% supported in all browsers even in quirks mode.

Use:
<!doctype html>

Example:
<!DOCTYPE html>
<html lang="en">
<head>
<meta charset="utf-8">
<link rel="stylesheet" href="style.css">
</head>
<body>
</body>
</html>
