How to edit top navigation links?

Where do I go to change the look of the navigation links at the top? The "Home, Adoptables, User Cp, etc" links?

I've tried the dropdown css files but it doesn't change anything. :c

It's in menu.css. If you see the source code of your site, at the top it mentions all the .css files that are used for that theme
