Php quwstion and image error

Ok, so I have two questions. The first is going to be an issue I'm having. I upload Images but since the switch from 000webhost to 99webs, I won't show the image I upload. I don't know if the file itself is corrupted of Its something with the server. does anyone haven idea what the cause is?

My second question concerns php. I want to set up the adopt link. Similar to dragon cave where it shows a couple of random images and has a brief description under it. Does anyone know what I can do to change this? I'll take a look through the php files and mess with some things, but if someone can help, I'd appreciate it.
