What does this mean????

Randomly happened when editing my site. one problem after another.

Could not connect to database, the following error has occurred:
SQLSTATE[HY000] [1040] Too many connections

Now when I try logging into my admin cp it says loggin succesful then this:

Warning: session_start(): open(/tmp/sess_es7m8p3ns30lo1avt3j0u4ifk5, O_RDWR) failed: Permission denied (13) in /home/u898021711/public_html/classes/class_session.php on line 13

Could be your host. It doesn't seem to happy about all the connections made to the SQL server. So I am guessing your site requested data from SQL too many times in a given time period.
